The Chairman of the state Duma Committee on natural resources, property and land relations Nikolay Nikolaev said that the lower house of Parliament is considering the introduction of a scheme allowing shareholders to pay the rent in parts.
"For example, the escrow account can be used as a savings account – a man puts money and gradually fills it, – the Deputy declared. – Now it is impossible. By law, it is necessary to place the account in full of the price".
Nikolaev noted that an escrow account can also be used for placing the Deposit for an apartment.
"In some countries this model is used: put 30 per cent, with the balance passing to the developer only after construction is completed," - said the Deputy.
The main advantage of this scheme is that the buyer will be able to do without a mortgage in the under construction house. The downside is that unless the customer pays for the apartment on completion of construction, the Deposit is consumed.
