Banning hostels

Today was held the plenary session of the State Duma that adopted in the second reading the law on the prohibition of the hostels in residential areas.

In September 2015 was submitted to the State Duma a bill on prohibition of hostels in residential areas. The initiators were deputies Galina Khovanskaya (Fair Russia), Elena Nikolaeva ("United Russia"), Alexander Abalakov (CPRF), Sergey Katasonov (LDPR).

In may 2016 the state Duma a bill was passed in the first reading. However, the consideration of the bill in the second reading was postponed, because the resulting document is in conflict with local laws and Constitution.

The developers of the bill point out that the activities of enterprises providing hotel services should be carried out with the use of the premises, derived from the housing stock. Also, such premises shall meet the requirements of fire more advanced security settings, to be provided with a security alarm and have the appropriate sound insulation of the premises.

Thus, now law prohibits the use of premises as hostels or other temporary accommodation and to provide hotel services.
