40% of Russian families do not have the opportunity to improve their living conditions
The Director of the Department of housing policy of the Ministry of the Russian Federation Olga Kornienko stated that about 40% of Russian families do not have the financial ability to improve their living conditions.
"According to analytical research, 48% of families have the opportunity to purchase housing at market conditions with the help of mortgage loans. Approximately 10% of households are tenants of private rental housing on market terms. Thus, we have about 40% of families today do not have the financial capacity to improve their living conditions on market conditions without state support. Of these, about 15 million families need better housing conditions", — said the representative of the building Department.
The Ministry proposes to solve the problem including through the development of social recruitment.
"We believe that we will need about 30 million square meters of housing", — said Kornienko.
According to her, considered several options, including the construction of hired buildings for social use at the expense of budgetary funds or through public-private partnerships, and rent assistance to needy families. To participate in the program are considered families with a low income in need of better housing conditions, the size of a payment for premises and utilities is more than 30% of total family income.
We will remind that earlier Russian President Vladimir Putin instructed the government to develop mechanisms to ensure families with low incomes housing for the conditions of its preservation in public ownership.
