It is aimed at preserving the principle of economic feasibility of the cadastral value, to prevent a situation where the cadastral value exceeds the market and people are forced to go to court to challenge the mistakes of the appraisers, or worse, some deliberate actions, the deliberate manipulation of markup," — said the official. According to Medvedev, now allowed in the evaluation of cadastral value of the property an error will now be considered in favor of the property owner. In the case, if the value of the object is reduced when correcting assessments, it will be reduced over the entire period from the moment of its entering in the Unified state register of real estate (egrn).

Also changed the mechanism for the extrajudicial establishment of the cadastral value. State evaluators will now in detail to consider each appeal on its definition, but not as formal as it was earlier in the commissions. The implementation of this procedure will be kept under continuous supervision. Also introduced personal responsibility of the head of the organization that assesses the cadastral value.
